Oil Climbs Above $80 as Hormuz Fears and Middle East Escalation Fuel Risk Premium

Seven OPEC+ Nations Agree to Modest 188,000 bpd Output Increase for July

A group of seven OPEC+ nations has agreed to raise oil production by 188,000 barrels per day starting in July, marking a cautious first step toward rolling back the voluntary supply cuts implemented two years ago as the coalition tests market appetite for additional crude.

Saudi Arabia, Russia, Iraq, Kuwait, Kazakhstan, Algeria, and Oman held a virtual meeting on Sunday to assess global market conditions before announcing the adjustment to the voluntary curbs first introduced in April 2023, according to a joint statement from the group. The increase represents a measured approach, with the seven countries emphasising they retain full flexibility to reverse course, pause, or modify the phase-out depending on price movements and demand trends.

“The additional voluntary adjustments announced in April 2023 may be returned in part or in full subject to evolving market conditions and in a gradual manner,” the statement read. The coalition reaffirmed the importance of maintaining what it described as a cautious approach and retaining complete flexibility to increase, pause, or reverse the unwinding process.

The participating nations also agreed to extend their compensation period through the end of December 2026, giving countries that have overproduced since January 2024 additional time to align their output with agreed targets. The Joint Ministerial Monitoring Committee will oversee compliance with both the production adjustments and the compensation plans.

An analysis by Accra Street Journal showed that the decision comes as OPEC+ navigates a complex landscape of geopolitical supply risks, uncertain Chinese demand, and rising non-OPEC output from the United States, Brazil, and Guyana. Brent crude prices have traded within a relatively narrow range in recent weeks as traders weigh these competing factors. The modest size of the July increase, representing a fraction of the group’s total cuts, suggests the coalition is intent on avoiding the price volatility that followed previous policy shifts.

The seven countries committed to monthly meetings to assess market conditions, conformity, and compensation progress. Their next gathering is scheduled for July 5, 2026, just days before the new production levels take effect. The group said the extended compensation window would provide an opportunity for participating countries to accelerate their compliance efforts, signalling that the output increase is partly designed to help overproducers align actual production with stated targets.

Despite persistent questions about individual member compliance, the coalition reiterated its collective commitment to achieving full conformity with the Declaration of Cooperation, underscoring the continued emphasis on unified messaging as OPEC+ seeks to balance market stability with recovering global oil demand.
