Ghana Card and TIN

Ghana Card and TIN: How Your Tax Identification Works

For individual taxpayers in Ghana, the Tax Identification Number is no longer a separate piece of paper you apply for. It is your Ghana Card Personal Identification Number. The integration, which began in April 2021, has reshaped how individuals register for tax, file returns, and interact with the Ghana Revenue Authority. Here is how it works.

The Core Rule: Your Ghana Card PIN Is Your TIN

The Ghana Revenue Authority is explicit: “For individuals, the PIN on your Ghana Card is now your TIN” . The change took effect on 1 April 2021, when the Ghana Card Personal Identification Number officially replaced the Taxpayer Identification Number previously issued by the GRA for individuals .

The rationale was straightforward. The government wanted a single, unique identifier for every individual across all official transactions. By linking tax identity to the national identity system, the GRA could eliminate duplicates, simplify registration, and improve compliance.

For organisations and companies, the rules are different. The GRA continues to generate and issue TINs to legal persons, including companies, partnerships, and trusts . Individuals who are not eligible for a Ghana Card—such as non-resident individuals and employees of foreign missions—also continue to receive a GRA-issued TIN.

What This Means in Practice

If You Already Had a TIN

Existing taxpayers were given a transition period from April to December 2021, during which both the old TIN and the Ghana Card PIN could be used . After that, the Ghana Card PIN became the sole identifier for individuals.

Taxpayers who already had a Ghana Card were able to walk into any GRA office and have their Ghana Card PIN matched to their existing TIN . If you have not yet linked your old records to your Ghana Card PIN, you should do so at a GRA office.

If You Are Registering for the First Time

You do not apply for a separate TIN. Your Ghana Card PIN serves as your tax identifier. You can register on the GRA Taxpayers Portal using that number to file returns and pay taxes.

The GRA has made the process easier for those who do not yet have a Ghana Card. The National Identification Authority has set up desks at 14 GRA offices across the country, allowing taxpayers to apply for and obtain a Ghana Card on site. The locations include the TIN Centre at the Registrar General’s Department, the Spintex Taxpayer Service Centre, Adabraka, Tema, Koforidua, Cape Coast, Takoradi, Asokwa, Sunyani, Ho, Tamale, Bolgatanga, and Wa .

How to Verify Your TIN

The GRA has an online tool for verifying your TIN or Ghana Card number. You can enter your Ghana Card Personal ID Number to confirm that your tax identity is active and correctly linked .

The Impact of Integration

The integration of the Ghana Card into tax administration has produced measurable results. According to the GRA, the number of identity-linked taxpayers increased from about 3 million to more than 18 million following the adoption of the Ghana Card PIN as the TIN .

Research on the integration found that it significantly increased the number of people registered for tax, particularly female and younger taxpayers. However, the impact on revenue is less certain. Taxpayers who registered for the first time after integration performed worse in terms of compliance than those who were migrated from the old TIN system. The study also noted that while the integration improved data on taxpayers’ addresses, it worsened data on their economic sector .

The lesson is that digital identity alone does not guarantee compliance. It simplifies registration, but targeted strategies and administrative capacity are still needed to translate that registration into revenue.

What You Need to Know About Your TIN

Your TIN is free. The GRA states that getting a TIN is free, and it is an offence not to have one as a taxpayer .

Your TIN is not transferable. The TIN issued under the Revenue Administration Act is not transferable .

Your TIN is permanent. Once a Ghana Card PIN has been assigned, it cannot be changed. Even if you change nationality after first registration, the PIN remains the same.

Your TIN structure. The Ghana Card PIN is a 15-character number structured with a three-letter country code, an 8 or 9-digit system-generated number, and a checksum character, separated by hyphens . The old GRA TIN, which continues for organisations and certain individuals, is an 11-digit alpha-numeric number with a prefix indicating the type of entity (e.g., P00 for individuals, C00 for companies).
