The Ghana Card and the Ghanaian passport are two different documents with two different purposes. One proves who you are. The other is the document that gets you across most international borders. Confusing the two can lead to problems at the airport, at the bank, and at any office that requires proof of identity. Here is how they relate, and where each one works.
The Passport Is Still the Primary Travel Document
For most international travel, the Ghanaian passport remains the document you need. The passport is the booklet that foreign immigration authorities expect to see, stamp, and visa. The Ghana Card does not replace it for travel outside West Africa.
The Ghana Card does contain an ICAO-compliant chip that airport machines can read. Ghana’s digital signature is registered with ICAO’s Public Key Directory, which means the card’s authenticity can be verified by airport systems worldwide . But being machine-readable is not the same as being accepted for entry. Most countries still require a passport booklet, and bilateral agreements allowing travel on the Ghana Card alone have not been established.

For now, the practical rule is simple: carry your passport when leaving Ghana.
Where the Ghana Card Works as a Travel Document
The Ghana Card has one clear travel function: returning to Ghana.
Effective 1 March 2022, the Ghana Immigration Service began admitting Ghanaian passengers and dual nationals returning to Ghana on a valid Ghana Card. The card is recognised as an ICAO-compliant travel document for entry into Ghana. Designated booths at Kotoka International Airport process travellers arriving on the Ghana Card, with identity verified against the National Identity Register.
The card also enjoys recognition within the ECOWAS sub-region as a valid travel document, making cross-border travel and identity checks easier for citizens . But until bilateral agreements are signed with countries outside ECOWAS, the Ghana Card cannot be used to travel beyond the sub-region .
Important: Ghanaians who have renounced their Ghanaian citizenship to obtain another nationality are not eligible to travel on the Ghana Card .
The Passport Application Requires the Ghana Card
If you are applying for a Ghanaian passport, the Ghana Card is a mandatory requirement.
The Ministry of Foreign Affairs lists the National ID (Ghana Card) as a mandatory document for a new passport application, alongside a birth certificate and the printed application form. For first-time adult applicants living abroad, the Ghana Card is now a primary, mandatory requirement. If you do not have one, you must register for it online and complete the process at your local diplomatic mission before you can proceed with the passport application.
The integration is deliberate. The passport office uses the Ghana Card to verify identity, and additional vetting ensures that only genuine Ghanaians are issued passports. The Foreign Minister has noted that while applicants are required to have a Ghana Card and vetting certificate, an additional layer of Ministry verification, including interviews, is conducted to prevent foreigners from obtaining Ghanaian passports .
The Ghana Card Is Not an e-Passport Yet
There is a persistent misconception that the Ghana Card has become a full e-passport. It has not.
The card contains an e-passport profile and is ICAO-compliant. Technocrats confirm that the chip can be read and validated by airport systems globally. But the card is not yet a replacement for the passport booklet for outbound international travel. The bilateral agreements and visa-writing capabilities that would make this possible are not in place .
The NIA has also clarified that the digital wallet feature—which would allow the card to be used for payments—has not yet been activated, though discussions with the Bank of Ghana are ongoing.
Practical Checklist
If you are travelling outside ECOWAS: Carry your Ghanaian passport. The Ghana Card alone will not be accepted for entry in most countries.
If you are returning to Ghana: You can use your Ghana Card at designated immigration booths. Your identity will be verified against the National Identity Register.
If you are applying for a passport: Ensure your Ghana Card is valid and linked to your correct personal details. It is a mandatory document for the application.
If you are a dual national: You can use the Ghana Card for visa-free entry into Ghana . You do not need a visa to enter Ghana if you hold a valid Ghana Card.
If you have renounced Ghanaian citizenship: You cannot travel on the Ghana Card .
