What’s New with NSS: Key Updates & Statements in the Press
1. Allowance Arrears Cleared — NSA Thanks President Mahama
In February 2025, NSA Acting Director-General Felix Gyamfi publicly commended President John Mahama for swiftly intervening to clear outstanding NSS allowances.
-
According to Gyamfi, all back payments from September 2024 to January 2025 were settled within two weeks under Mahama’s leadership.
-
He also announced plans to implement a biometric payroll system in the NSS to increase transparency and reduce future payment delays.

2. No More Allowance Delays — NSA’s Assurance
Also in February 2025, Gyamfi vowed there would be no more delayed allowances under the current government.
-
He attributed past payment problems to a large fraudulent payroll, highlighting that over 81,000 ghost names were being investigated.
-
With funds now cleared, he promised monthly stipends would be paid on time going forward.
3. Deduction from NSS Allowance for Service Cloth & Insurance
In March 2025, the NSA announced a GH₵100 deduction from February allowances of all service personnel for the so-called “National Service Cloth,” which is a uniform given to personnel.
-
Additionally, deductions will cover unpaid insurance contributions for those enrolled in the SIC scheme.
-
NSA has assured that despite these deductions, the allowance payment will still go through for that month.
4. Allegations of Payroll Corruption Addressed
Felix Gyamfi went further in interviews to describe past allowance delays as rooted in systemic corruption.
-
He blamed mismanagement over many years, noting that under previous administrations, ghost names and irregular payments were widespread.
-
With a “clean-up” underway, he expressed optimism that funds saved from eliminating these fraudulent names could be redirected to increase the monthly allowance above the current GH₵715.
5. Full-Time Job Warning for NSS Personnel
In May 2025, the NSA issued a stern warning to NSS personnel working full-time jobs concurrently, especially in the public sector.
-
Those found to be earning both a salary and an NSS allowance without regularizing their status face serious consequences, including removal from the NSS payroll and possible prosecution.
-
Personnel have a deadline to correct their employment records (reported: May 23, 2025) or risk “permanent disqualification” from future service privileges.
6. New Registration System & Reforms for 2025/2026
In October 2025, the NSA reopened NSS registration for the 2025/2026 year — this time on a revised, more secure digital platform.
-
The new system links with the National Identification Authority (NIA) to verify Ghana Card data, reducing fraud risk.
-
There’s also a restructured posting algorithm, which aims to assign service personnel based on academic background, preferences, and national needs.
-
According to the NSA, an allowance increment is under discussion to reflect the cost of living more realistically.
7. Mass Posting Planned for November 2025
The NSA announced a target date of November 1, 2025, to finalize and publish postings for over 150,000 new service personnel.
-
The delay in earlier postings was linked to a technical audit of the “Metric App” used by the NSA, following concerns about data integrity.
-
The audit and system overhaul come amid broader efforts to ensure transparency in the NSS placement process.
Why These Developments Matter
Taken together, these news items reflect major changes and challenges within the NSS in 2025:
-
Fiscal Clean-up: The ghost-name investigation is a central effort to eliminate fraud and restore trust in NSS payroll systems.
-
Digital Reforms: The shift to a cashless payment system via Ghana.gov and a new registration portal shows a strong push toward modernization and accountability.
-
Personnel Welfare: Promised allowance increases and cleared arrears boost morale and address long-standing grievances.
-
Integrity Enforcement: The warning to personnel working full-time is a signal that the NSS is serious about enforcing its rules and maintaining fairness.
-
Future Prospects: The reform narrative suggests a more structured, merit-based National Service scheme that emphasizes both service and youth development.
