Ghana’s passport system has been overhauled. Fees have been cut by 30%, a one-day emergency service now exists, and passports are delivered to your doorstep at no extra cost. But the process is still strict: you must apply online, book an appointment, and show up in person with the right documents and the right people—two guarantors and a professional witness. Here is the complete ASJ guide.
The New Landscape: Fees, Timelines and Reforms
Before you start, understand the current rules.
The standard fee is GH¢350, reduced from GH¢500 following parliamentary approval in November 2025 . A one-day emergency service costs GH¢2,000 and is reserved for urgent cases such as medical travel or last-minute business trips .

Standard processing is under 15 days, and passports are delivered by courier to your doorstep at no extra charge . The Ministry has cleared a backlog of over 40,000 applications and operates a 24-hour passport office to keep timelines short .
Applications are submitted through the official portal at passport.mfa.gov.gh .
Step 1: Create an Account and Complete the Online Form
Go to the passport application portal and create an account. You will complete the online form with your personal details.
Photo requirements: Upload a recent photo in PDF or JPEG format against a white background. Your full face, forehead, and ears must be visible. No eyewear, large earrings, or decorative headgear is allowed. Religious headwear is permitted . Physical passport photos are not required—a photo will also be taken at your appointment .
Guarantors: You need two guarantors who are at least 18 years old, have known you for at least two years, and agree to the use of their name and contact information. They may be relatives . By their undertaking, guarantors are deemed to have agreed jointly and severally to pay expenses incurred by the government if you are repatriated or die abroad.
Witness: You need one professional witness who is not the same person as your guarantors and has known you for at least two years. Acceptable professions include senior clergy, commissioned military officers, senior police officers, senior civil servants, registered medical practitioners, solicitors, and heads of recognised educational institutions. The witness must sign and stamp your application form .
Step 2: Pay and Book Your Appointment
Pay the application fee online using a debit or credit card. Cash is not accepted at any mission .
After payment, select an appointment date and time at your preferred Passport Application Centre (PAC) for in-person vetting and biometric capture.
Rescheduling: If you need to change your appointment, log into your account, find the application, and select “Reschedule Appointment.” If you miss your appointment, you have up to 72 hours to visit the PAC; otherwise, you must reschedule .
Step 3: What to Take to Your Appointment
This is where most applications succeed or fail. Bring the following:
For all applicants:
-
Printed and signed online application form (signed, witnessed, and stamped by your professional witness)
-
Birth Certificate
-
Ghana Card (National ID)
-
Processing fee payment receipt
-
Proof of profession (where applicable)
For minors (under 18):
-
Parents or legal guardians must accompany the minor
-
Copy of parent/guardian’s Ghana Card or Passport
-
Parental Consent Form (required if a parent or guardian is not accompanying the minor; not required if both parents attend in person)
Do not wear white to your appointment .
All applicants, including children, must attend in person for biometric capture .
Step 4: Track Your Application
You can monitor your application status through your account dashboard. The statuses progress through: Form Completed, Received at PAC, Enrolment Complete, Approved for Printing, and Ready for Collection .
You will receive SMS and email notifications at key stages .
What About Lost, Damaged or Expired Passports?
Renewal: Log into your account, select “RENEW,” enter your old passport number, and complete the form. Some information may be pre-filled .
Lost or stolen: Report the loss to the nearest police station and obtain a police report. Then start a new application, select “MISSING_OR_DAMAGED,” and upload the police report and affidavit . A police report is mandatory; failure to provide one will delay your application .
Name changes: You will need a Gazette Notification and an affidavit, and for a complete change of name, a police clearance certificate may be required .
