Ghana Moves to Restart DDEP-Stalled Road Projects, Offering Relief to Contractors and Commuters

Ghana’s Ministry of Roads and Highways has confirmed that nearly all road projects halted under the Domestic Debt Exchange Programme (DDEP) are being reactivated, signaling a significant shift for contractors and offering long-awaited relief to motorists and commuters.

Roads Minister Kwame Governs said projects that stalled as a result of funding disruptions linked to the DDEP are now in the final stages of reactivation. Speaking on Monday on the Citi Breakfast Show and sighted by Accra Street Journal, he said work has resumed or is set to resume across multiple sites nationwide.

“Almost all those projects that stalled because of the DDEP restructuring are now being reactivated,” Mr. Governs said, adding that contractors are being encouraged to return to site immediately.

According to the minister, firms working on Sinohydro-backed projects have already begun mobilizing, with progress reported at the Takoradi interchanges, the Ashaiman–Atimpoku corridor, and the Tomi–Kitasi stretch. These projects, once dormant, are now advancing as funding arrangements stabilize.

Mr. Governs stressed that the delays were not the result of contractor underperformance but were driven largely by financing constraints and changes in project scope. In the case of the Tomi–Kitasi road, the scope of work was expanded, requiring additional government funding commitments to cover the increased cost.

In the Greater Accra Region, the ministry is prioritizing traffic flow improvements through the phased completion of alternative routes. Incremental works are ongoing along the Independence Square to Teshi–Nungua corridor, extending from the Junction Mall area back toward Tema. Rehabilitation works at the Teshi Bridge and around the Labadi Beach Hotel have already been completed.

Further assessments are underway on the Baako Roundabout to Kpone stretch via the TOR Road corridor. Mr. Governs said discussions are ongoing with industrial stakeholders in the area, some of whom have expressed willingness to co-finance sections of the road to accelerate completion.

The minister noted that contractors are gradually resuming work on sites where payment arrears had previously slowed progress. He said the government is focused on speeding up delivery to reduce the prolonged inconvenience faced by road users.

“It is our responsibility to make sure we expedite work so that the frustration and the pain of the people does not last forever,” Mr. Governs said.

Beyond Accra, the ministry confirmed that all major road projects affected by the DDEP—including key interchanges in Kumasi and Tema—are now being revived. The government, Mr. Governs said, aims to balance the resumption of construction with measures to minimize disruption and maintain road safety.

The renewed momentum in road construction marks a critical step in restoring confidence among contractors and addressing infrastructure bottlenecks, as Ghana works to stabilize its public finances while sustaining essential development projects.
