Ghana and the United States are exploring opportunities for cooperation in data centre development, cloud computing and cybersecurity as the government seeks to attract strategic technology investments and expand the country’s digital economy.

The discussions took place during a meeting between Communications Minister Samuel Nartey George and a US Embassy delegation led by Faris Asad, who is taking over as the new US ambassador to Ghana.

Amazon and AWS in the Frame

Potential partnerships involving global technology companies, including Amazon and its cloud computing division, Amazon Web Services (AWS), featured in the discussions. The two sides also considered opportunities for technology transfer, job creation and collaboration with Ghanaian educational and research institutions.

The engagement comes as Ghana seeks to position itself as a destination for technology investment in Africa, with the government highlighting digital infrastructure, skilled labour and the country’s geographical location as potential advantages.

Beyond Urban 5G

George also raised the need to extend 5G connectivity beyond major urban centres, improve access to affordable entry-level smartphones and strengthen local expertise in cybersecurity and emerging technologies, including artificial intelligence.

The discussions covered possible cooperation in skills development, technology training and research, with an emphasis on ensuring that investment in the digital sector creates opportunities for Ghanaians.

The Delegation

The delegation included outgoing Chargé d’Affaires Rolf Olson, Economic Counsellor Andrew G. Winkelman, Commercial Counsellor Rachel Kreissl and Regional Environment, Science, Health and Technology Chief Anthony Eterno.

The visit was primarily intended to introduce Asad to the minister ahead of his assumption of the ambassadorial role. It also provided an opportunity for both sides to reaffirm their commitment to strengthening Ghana-US relations in digital technology, cybersecurity, investment and innovation.

Why It Matters

The timing is significant. Ghana’s digital economy agenda — including the Ghana Innovation and Startup Bill, 2025, the proposed Digital Economy and Innovation Development Fund Bill and the country’s push for 5G expansion — requires both capital and technical partners. The United States, through its commercial and development channels, has been courting African digital infrastructure investment as part of a broader effort to counter Chinese influence in the sector.

For Ghana, the attraction of US partnerships lies in technology transfer and institutional collaboration rather than simply infrastructure financing. Data centres and cloud capacity are increasingly seen as foundational infrastructure — the layer on which AI, fintech and government digital services depend. AWS already operates a local zone in Lagos and has expanded its African footprint; a Ghanaian engagement would extend that presence into West Africa’s second-largest digital market.

For Washington, the conversation offers a foothold in a country that has recently deepened ties with China, including a $30 million grant to modernise the National Theatre announced this week. Ghana’s approach appears deliberately balanced: engaging both Washington and Beijing across different sectors of its digital and cultural economy.

The Caveat

The discussions remain exploratory. No agreements, memoranda or investment commitments were announced, and the meeting was framed primarily as a diplomatic introduction rather than a negotiating session. The substance — if any — will emerge in subsequent engagements.
