Ghana Police Clearance Certificate

Ghana Police Clearance Certificate: How to Get It and What It Costs

A Police Clearance Certificate—often called a Police Report—is the official document that confirms whether you have a criminal record in Ghana. It is required for visa applications, immigration, employment abroad, and some educational admissions. The good news is that the process has been digitised, and you can now start it online. The bad news is that the fees differ sharply depending on whether you are applying as a resident or from abroad, and paying the wrong category is the most common avoidable mistake.

What It Is and Who Needs It

The certificate is issued by the Criminal Data Services Bureau (CDSB) of the Criminal Investigations Department (CID) of the Ghana Police Service . It confirms whether an individual has a criminal record in Ghana.

The Fees: Resident vs Non-Resident

The fee you pay depends on where you are applying from. This is the critical distinction.

Ordinary Vetting (Resident): GH¢150.00, plus two passport-sized photographs with a red background . Some sources cite a lower figure of about GH¢115 paid through the Ghana.Gov platform , but the Police Service’s own published fee schedule lists GH¢150.00.

Nominal Vetting (Non-Resident): GH¢2,000.00 . This is the route for Ghanaians living abroad who cannot attend in person for fingerprint capture. The State Department lists this as roughly $200 by bank transfer .

Authentication of Police Clearance: GH¢50.00, if you need the certificate verified as genuine at CID Headquarters .

Important: Paying an agent a markup is the most common avoidable cost. Pay through the official Ghana.Gov platform or the Police e-Services portal .

The Process: Step by Step

Step 1: Choose Your Application Method

There are three routes :

Online application. The Ghana Police Service operates an e-Services portal at eservices.police.gov.gh. You register an account, select the Police Clearance Certificate service, complete the form, and pay through Ghana.Gov .

In-person application. Visit the CID Headquarters in Accra or the nearest regional police command to obtain and complete the form .

Through a representative (for Ghanaians abroad). If you cannot apply online, you can authorise a relative or trusted friend to apply on your behalf at CID Headquarters. The representative completes CID Form 196 (Nominal Vetting on Behalf of Applicant Not Resident in Ghana) , providing your personal details, passport details, two passport-sized photographs, and brief information about the representative .

Note: If you apply through a representative, your fingerprints cannot be taken. The police issue the certificate based on the other details provided .

Step 2: Submit the Required Documents

Be prepared to provide :

  • Full name as it appears on official identification

  • Date and place of birth

  • Ghana Card or passport details

  • Residential and postal address

  • Passport-sized photographs

  • Any additional information requested

Step 3: Pay the Fee

Online applicants pay through Ghana.Gov. In-person applicants follow the payment instructions provided by the Police Service. Keep your receipt .

Step 4: Complete the Vetting Process

If you apply in person or through the online route, you may be required to have your fingerprints digitally scanned using live-scan technology. The Police Service has decentralised the fingerprint capture system, so you can visit any of the 25 police administrative regions across the country rather than travelling to Accra .

Step 5: Wait for Processing

The standard processing time is 10 working days . However, applicants from abroad should expect 4 to 8 weeks due to international verification and mailing steps .

Step 6: Collect Your Certificate

Once processing is complete, you will be notified to collect the certificate from the office where you applied. Check all personal details carefully before using it .

For Use Abroad: Authentication

If the certificate will be used outside Ghana, additional authentication may be required. The standard chain is :

  1. Notarisation by a Notary Public

  2. Certification by the Judicial Service of Ghana

  3. Attestation by the Ministry of Foreign Affairs

  4. Further authentication by the relevant Ghanaian embassy or high commission

Important caveat for US immigration: Ghana is not part of the Hague Apostille Convention, and the United States accepts the certificate as issued by the Ghana Police. No apostille or legalisation is required for a US immigrant visa. Do not pay for authentication steps the receiving authority does not ask for .

The Database Caveat

The US State Department’s reciprocity page states that Ghana police certificates are not a complete record, because non-convicted cases are not entered in the police criminal database. Treat the certificate as one required document, not as a final answer on admissibility .
